Yesterday Representative Morris introduced a small wind zoning bill to the House of Represenatives in Washington State. The bill is meant to be a guidline for community zoning boards to streamline the zoning process for small wind generation systems.

Another bill is in front of the Washington State House of Representatives. HB 1011 proposes to streamline the interconnection process for new distributed generation (DG) resources, including wind, that are 20MW or less. The bill outlines technical criteria for expedited interconnection as well as time frames utilities must follow when evaluating new projects requesting interconnection.
If you are familiar with other states legislation, the bill is similar to laws in Texas, Wisconsin, California, and New York for fast interconnection of small DG projects. It appears that the model DG interconnect developed by the National Association of Utility Regulatory Commission in 2003 was part of the frame work for this bill.
