Summary from John Bailey: David Morris and I have prepared the following working paper, "Renewable Electricity Mandates in Minnesota: Status and Impact." Online at: http://www.newrules.org/de/mnrenewable.html Our goal was to assess and illustrate the potential wind energy development in Minnesota as a result of current and future legislative and regulatory requirements. We'd appreciate your feedback, corrections and suggestions on the information we've presented. We conclude that about about 4,200 MW of wind energy would be built by 2020 under the current 10 percent renewable energy objectives (REO) law (includes Xcel's wind mandate). Under a proposed 20 percent renewable energy standard (RES) there could be 7,300 MW of wind energy development by 2020.
