Yesterday (Wednesday April 13th, 2005) the Federal Energy Regulatory Commission issued a request for comments on new rules for wind participation in wholesale markets that would remove barriers that affect intermittent resources' access to the transmission grid. The new rule would allow wind generation facilities to have a +/- 10% generator imbalance bandwidth per hour.
