For a place that has a low wind-speed, would combining the input from more than one small or micro turbine create enough power to cross the threshold and create electricity?

While I suppose it would be possible to do what you're describing, I don't know that it would be a good idea.
In general, in areas with a poor wind resource, wind is not a good renewable energy choice. (Putting up a turbine in a place with inadequate wind is like putting up a solar panel in the shade.) If you're interested in doing this for economic reasons, without enough wind, it's likely that any system would not be able to pay for itself. If you're interested in doing this for environmental reasons, you need to remember that there's an environmental cost to producing a turbine. In areas with good wind, the benefits of a turbine can more than outweigh the costs, but in areas with a poor wind resource, a turbine might be a net polluter.
